The FIFA Council has approved a new regulation mandating increased female representation on team benches in women’s football competitions.
Under the new rule, every team participating in FIFA-organised women’s tournaments must have at least two female staff members on the bench.
Crucially, at least one of those individuals must serve in a technical capacity, either as a head coach or assistant coach.
The directive is part of FIFA’s broader effort to promote gender inclusion and strengthen the role of women in football leadership and technical positions.
According to the governing body, the regulation will come into effect starting from upcoming youth competitions, including the FIFA Under-17 and Under-20 Women’s World Cups.
It will also apply to the 2026 Women’s Champions Cup.
The move is expected to have significant implications for national teams and coaching structures worldwide, particularly in countries where male coaches currently dominate the women’s game.
FIFA believes the policy will accelerate opportunities for female coaches and contribute to the long-term development of women’s football across all levels.
