FIFA set new offside rules ahead World Cup

World football’s governing body, FIFA, has announced a sweeping set of new World Cup regulations aimed at curbing time-wasting, improving match flow, and enhancing officiating accuracy.

The updated rules, which will take effect at the next FIFA World Cup tournament, introduce stricter timelines for substitutions, medical treatment, restarts, and expand the powers of the Video Assistant Referee (VAR).

Under the new substitution protocol, any player being replaced must leave the pitch within 10 seconds.

Failure to do so will result in a one-minute delay before the substitute is allowed to enter the field.

The measure is designed to prevent deliberate slow walks off the pitch, particularly in the closing stages of matches.

In another major adjustment, players who request medical treatment during a game will be required to remain off the field for at least one minute before being allowed to return, except in specific circumstances such as serious injuries or goalkeeper incidents.

The rule is intended to discourage players from feigning injury to disrupt momentum.

Referees will also implement a visible five-second countdown for throw-ins and goal kicks. Any player who fails to restart play within the allotted time will concede possession to the opposing team.

Officials believe the countdown system will significantly reduce delays and improve the tempo of matches.

Perhaps the most notable change concerns VAR authority.

The technology will now be permitted to review second yellow card decisions and corner kick calls if a clear error is identified. Previously, VAR intervention was limited to goals, penalties, direct red cards, and cases of mistaken identity.

FIFA said the reforms are part of a broader initiative to ensure fairness, transparency, and increased entertainment value at the World Cup, while maintaining the integrity of the game.

Further clarification on implementation guidelines and referee training is expected in the coming months.
